In response to the growing global demand for sustainable transportation solutions, Bureau Veritas is leading efforts to promote environmentally friendly rail transport. During the recent presentation titled "Paving the Way for Sustainable Rail," Kidung Ajisurya, Head of Sales and Marketing, elucidated the critical role of rail transport in mitigating environmental impact, enhancing economic efficiency, and advancing social well-being. By integrating quality assurance with project management, we aim to secure a sustainable future for rail transport on a global scale, including potential developments within Indonesia.

 

Environmental, Economic, and Social Implications of Sustainable Rail Transport

Sustainable rail transport transcends the basic function of moving people and goods. It involves minimising environmental impacts, enhancing economic efficiency, and augmenting social benefits. As Kidung Ajisurya emphasised, "Sustainable rail transport is essential in addressing the complex challenges of contemporary society. By adopting energy-efficient technologies and renewable energy sources, we can render rail systems safer, more reliable, and more accessible." Rail transport significantly surpasses road transport in environmental performance, generating 45% less CO2 per passenger-kilometre and emitting four times less NOx and ten times less particulate matter, thus reducing air and noise pollution.

 

Economic Benefits

From an economic standpoint, investment in rail infrastructure yields considerable long-term advantages. Research conducted by the International Transport Forum (ITF) indicates that rail projects can deliver up to three times the return on investment compared to road transport projects. Moreover, green investments in rail transport can drive job creation, with the International Labour Organization (ILO) projecting that such investments could generate up to 2.5 million jobs worldwide by 2030.

 

Social Advantages

The social benefits of sustainable rail transport are equally compelling. Reducing emissions from road transport can enhance public health, potentially reducing respiratory diseases by up to 25% in urban areas. Expanding rail networks can also improve regional connectivity by up to 40%, increasing access to employment and services.

 

Technological Innovations in Sustainable Rail Transport

Technology plays a pivotal role in advancing sustainable rail transport. Integrating renewable energy sources, such as solar and wind, and alternative fuels like biofuels and hydrogen into rail operations reduces reliance on fossil fuels and enhances energy security. Furthermore, advancements in digital technologies, including predictive maintenance and real-time data analytics, are revolutionising rail systems, making them more efficient, reliable, and sustainable.

 

Global Projects as Models for Indonesia

Bureau Veritas is actively engaged in rail projects globally, including the Alstom Regiolis H2 Project in Europe and the Kuching Urban Transportation System in Malaysia. These projects serve as benchmarks for potential sustainable rail developments in Indonesia. The expansion of urban rail networks in cities such as Jakarta and Surabaya is anticipated to transform travel across the archipelago, aiming to alleviate traffic congestion and travel times while minimising environmental impacts.

 

Ensuring Quality Assurance in Sustainable Rail Projects

Quality assurance is imperative in sustainable rail projects to ensure adherence to standards and uphold performance and reliability. Essential standards include ISO 14001 (Environmental Management), ISO 9001 (Quality Management), ISO 45001 (Occupational Health and Safety), and ISO 50001 (Energy Management). These standards ensure that rail projects are environmentally responsible, safe, and high-quality.

 

Standards for New Technologies

Integrating emerging technologies, such as hydrogen fuel cells, necessitates compliance with various standards to ensure safety and efficiency. Relevant standards include EN 12662, EN 15227 (Stability of Components), EN 61373 (Vibrations and Shocks), and specific European or national regulations. Adhering to these standards guarantees the seamless incorporation of new technologies into rail systems, enhancing sustainability.

 

Maintenance Strategies for System Reliability

Preventive and corrective maintenance strategies are crucial for maintaining the reliability of rail systems. Prayudi Sofyan, the Rolling Stock Expert, stated, "Maintenance is essential to mitigate the loss of reliability caused by ageing and usage that could otherwise compromise operations. By preventing failures, we can minimise the impact on service quality and the cost of 'non-quality' across the rail system." He noted, "Maintenance is performed when the cost of restoring vehicles to optimal condition is lower than acquiring new rolling stock, in contrast to disposable items or consumables."

 

Integrated Approach to Quality and Project Management

In project management, quality often focuses on schedule and budget, but it is equally important to integrate quality assurance to ensure uniform practices and procedures across all phases. Engaging critical suppliers in the process can enhance quality excellence, and a commitment to continuous improvement and excellence at all organisational levels is vital. Our projects at Bureau Veritas exemplify this integrated approach. For example, in the Alstom Regiolis H2 Project, we assist Alstom in converting the electric/battery train into a hydrogen train as the Independent Safety Assessor (ISA) from 2022 to 2025. Additionally, we provide consultancy services for the Overall Independent Safety Assessment of the Kuching Urban Transportation System, a 70km hydrogen-powered system operating on rubber tyres.
